- Institutional Immunity is a distributed ability to detect harm, pause irreversible damage, provide remedy, revise systems, and end institutions. It is not a single sovereign watchdog.
- AI may support equipment, circulation, translation, and analysis. It does not own Vital Commons, manage human worth, or make final decisions over rights, sanctions, basic life, or life-saving care.
